Federal Victims Strategy

The objective of the Federal Victims Strategy is to improve the experience of victims of crime in the criminal justice system. Launched in March 2000 as the federal Victims of Crime Initiative (VCI), it was re-branded as the Federal Victims Strategy (FVS) in 2007. The FVS is administered by the Policy Centre for Victims Issues (PCVI) of the Department of Justice. The mandate of the PCVI is to work toward the objective of the FVS by pursuing activities and initiatives in order to:

  • Ensure that victims of crime and their families are aware of their role in the criminal justice system as well as services and assistance available to support them;
  • Enhance departmental capacity to develop policy, legislation and other initiatives which take into consideration the perspectives of victims;
  • Increase the awareness of criminal justice personnel, allied professionals and the public about the needs of victims of crime, legislative provisions designed to protect them, and services available to support them; and
  • Develop and disseminate information about effective approaches both within Canada and internationally to respond to the needs of victims of crime.
The purpose of this summative evaluation is to examine the continued relevance of the Federal Victims Strategy, how successful it has been in meeting its objectives and key outcomes (from the perspective of intermediate and long-term results), efficiency and economy, and program delivery alternatives. While reviewing the impacts of the five key activities that the PCVI manages, the evaluation is to pay particular attention to describing the impact of the Victims Fund. The Victims Fund is the core component of the PCVI and provides Grants and Contributions (G & C). Funding is provided through three components: provincial and territorial implementation, projects and activities, and financial assistance.
